Operators licences are required for the use of goods vehicles over 3500kgs (GVW) for the carriage of goods for hire or reward or in connection with a trade or profession.

Restricted. For companies or individuals wishing to carry their own goods in connection with their trade or profession.
Standard National. For companies operating for hire or reward i.e. haulage companies, within the UK.
Standard International. For companies operating for hire or reward within the UK and abroad.

Exemptions

Motor vehicles and trailers using public roads for less than 6 miles a week.
Vehicles being used under a trade licence.
Vehicles constructed and adapted primarily for carrying passengers and their effects.
Vehicles used by or under the control of HM United Kingdom forces.
Vehicles used by for Civil Defence purposes.
Vehicles used for fire police or ambulance purposes.
Fire fighting and rescue vehicles used in mines.
RNLI and coastguard vehicles when used for transporting lifeboats, appliances or crew.
Vehicles being held ready for use in emergencies by water, electricity, gas and telephone.
Tractors including agricultural tractors used in certain circumstances.
Vehicles being used to carry good within aerodromes.
Vehicles being used for funerals.
Uncompleted vehicles for test or trial.
Vehicles being used for snow clearing.
Vehicles on their way to a Department of Transport examination being presented laden at the request of an examiner.

Operators Licences are required for the use of vehicles which carry 9 or more passengers for hire or reward.

Standard National for hire or reward operation within UK.
Standard International for hire or reward operation within UK and abroad.
Special Licence for holders of taxi Licences.
